Another reason I think a lay person has trouble understanding a scientist explain a new concept is because scientists use jargon without always realising that they are. THis is because they use these words so much in thier work that to them it becomes simple common vocabulary and its easy to forget that this doesn't apply to people not in the same line of work.
And this isn't only for scientists. It happens in all feilds of work - the jargon always creeps in and usually it takes an outsider to spot it.
