"unless the fitters are dwarfs with long arms..." So why not train chimpanzees to do it? They are much shorter that humans, and have got enormous arms, plus they're stronger.

Chimps wouldn't do it! They are not daft enough to do all the things humans are required to do.

Just a (late) afterthought.
After playing with a Soviet T62 on one of the US Army's 'Red Banner' displays, the 'dwarf with long arms' wa a definite reality. Drivers had to be under 5ft to fit in the thing and the reach required when travelling head out was unbelievable!
