Anyway I've seen Russian people brew their tea like this:
- boil the water,
- add on tea leaves,
- leave to get stronger for 3-5 minutes,
- remove tea leaves and add boiling water.
This way you get hot and nicely perfumed tea at just the right strength 
I'm currently enjoying some amazing smoked Chinese tea like this
