I am currently studying for my theory test and I noted that the article stated that "fog lights should only be used where visibility has dropped to less than 33 metres (100 feet)"

The distance for using fog lights is actually 100 metres, not feet as stated.

According to the Highway Code, rule 201
http://www.roads.dft.gov.uk/roadsafety/hc/21.shtml#201

You MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres (328 feet). You may also use front or rear fog lights but you MUST switch them off when visibility improves (see Rule 211).
