As I recall it perihelion is when the plane is at its closest to the sun. The furthest point is called aphelion
Good article mind.
The winds on Neptune are so fast precisely because it's cold. Hotter atmosphere's become turbulent and this has the effect of slowing down wind as eddies essentially cause a friction or braking force on th main wind direction.
