'Quotations are displayed with a single inverted comma... speech marks are double inverted commas.'
This makes life difficult if you want to use a single inverted comma to express the thoughts of a person, as in, 'Ok, I could use italics instead but I'd rather use those to indicate foreign phrases as when my character is talking part English and part Finnish'.
The only option, surely, is to use double inverted commas for both speech and quotations.

The h2g2 standard is to use 'single quotes' for everything.
