No, honestly, I didn't make the name up!
You'll find it at De Panne/ La Panne, on the Belgian coast just over the French border. The "theme" is pretty reminiscent of the Simpsons' "Happy Little Elves" , and there's no scary coasters, and few height restrictions (mind you, I got throw off the Carousel for being too big)
The Log Flume is good, the pedalos don't cost extra, and the crowds are non-existent.
While it's not worth a trip on its own, it is handy to the Channel ports of Ostend, Dunkirk and Calais, so if you're visiting one of these with children under 10, it's a fun way to spend the day.
Entrance about 20 euros (2003 prices)

"The Hitchhiker's Guide to the Galaxy is a wholly remarkable book. It has been compiled and recompiled many times and under many different editorships. It contains contributions from countless numbers of travellers and researchers."
