Your idea about the internet for direct democracy cannot work. It is a capitalist tool developed for capitalist reasons. Thus, it has followed the money. As it stands an elite would be able to vote using the Internet. If people have to go to libaries, what may I ask is the point? Plus electronic votes are infitely harder to verify. At least with written ballots someone has to actually fradulenty put a physical mark not simply multiply an integer.
Good examples of why it won't work are found in the Internet usage statistics. In Macedonia (not a country very far from Central Europe and not the poorest of nations by a long way, though not rich) 4.9% of the population occassionally connect to the internet. This is not Democracy...
