Check Augustine's justifications in City of God. You'll find that Aquinas lifted his rules from there.

It's funny how most people stop their inquiry at Aquinas. Glad to see some people know the true origins. It's also worth noting that Augustine wasn't trying to argue against war. On the contrary, he was justifying to other Christians why it is just to defend Rome from the Germanic invaders.
