Unlike the rest of Canada, the province of Quebec has instituted a tax on potential tips. All tip earners have 8% of their total sales deducted from their pay in anticipation of incopme from gratuities. They stillr ecieve a special lowered minimum wage as their actual wage is expected to be offset by tips.
The short verison - tip at least 8% in Québec. If you don't, in effect, the server (who is already working for an extra-low minimum wage) is paying for part of your meal.
15% is considered standard, although cheap jerks often tip less. If you tip under 8%, don't be surprised if your server openly confronts you about it. And if you're at a bar, don't be surprised if your orders get overlooked consitently for the rest of the evening.
