...is not very common. The taxi drivers like to keep the change and sometimes waiters in a fancy restaurant but they won't be insulted if you don't do it. Though I'm not sure if they have the same attitude towards the foreigners. I have noticed that some few small café's and pubs have a jar or box on the counter with label "TIP" on it. Looks like it's working too. At least it's a smart idea.
