Have instructions 3 and 4 been swapped about? From what I can see you are pouring a yeast solution onto nearly boiling water and then topping it up with cooler water. If that is the case then surely all the yeast will be killed. If the sugar solution is cooled down with cold water and then the yeast is added then the yeast can continue to work.
