seems to me that the someone has cunningly used en-dashes for em-dashes in this entry, thus confusing the issue.
'-' is an en-dash
The character you get from writing &8211; in a GuideML page is an em-dash. It's longer than an en-dash. About the same width as the letter 'm', in fact.
