Is it posible to create utopia?

In utopia everybody would feel eternal joy and happines.
This leads to the question:
If you have never been sad 
, how will you know that you are happy 
?

I really don't accept that definition.
To me, a place where you could not feel a range of emotions would feel very much like a hell on earth.
At the most, it could only be a place without any artificial barriers to joy and happiness.
The rest would be up to you to set realistic targets so that you then did not set up your own artificial barriers.
