As with the chances of infection from HIV I thought that this statement is not quite correct.

"If they are monogamous or celibate, then they are not at risk"

I suggest that it is a lower "Risk"

Okay, I suppose you have a point. They are not at risk *from sexual activity*. They may also be at risk from intravenous drug use, etc.

Monogamous people, regardless of orientation, can get aids from sex if their partners don't reciprocate fidelity, or else if their partners use needles.

It is really misleading to say “If they are monogamous or celibate, then they are not at risk”. You sleep with everyone your partner has slept with, before or during your relationship – whether you think you it is monogamous or not.
