The explanation of the passage "for which he makes himself liable or which he is or may become liable" is "that you now owe"; but doesn't it mean "that you now, or may later, owe"?

Technically you're right, I just tried to break it down into as simple a term as possible. I think in the original the phrase was "that you owe" without the "now", the insertion of which does tend to make it more inaccurate.
