I believe there was a year in which one of the consuls had so little to say that people joked 'Caesare Caesare consulibus' - at least I think Caesar was the other consul. I could be wrong though. Does anybody know who the other powerless consul was?

I think it was Bibulus. Caesar's supporters pelted him with stones every time he left the house. Hence, he had very little opportunity to wield power.

After an incident early in his counsulship when Caesers supporters covered him in excrement Bibulus retired to his house for the remainder of the year to watch the skies
That is to say he recorded every possible evil omen he could find and declared every day Caeser had legislation passed on as inauspicious so that the conservatives had an excuse to repeal it when Caesers counselship was over
