I had the same problem a few years ago. It turned out that the valve on the water supply pipe had a leak. Replacing the valve fixed it.
Well actually I didn't replace the valve, I just stuck a second one next to it. It looks funny, but it works. If you get a valve with "compression fittings" this is a very easy do-it-yourself type job.
