although 95% of all bourbon produced does come from Kentucky, American law allows it to be produced anywhere in the USA. Other bourbon producing states are Virginia and Georgia.
Also, due to prohibitions continuing affect on American life, bourbon county itself is in fact a 'dry state', which means that alcohol cannot be bought or produced within its boundaries.
