ABC is a very simple, text-only notation, originally developed so that people could share large collections of music in melody-only text files via the internet (and other text transmissions) without having to worry about software compatibility.
Since the early days more complexity has been added to the notation but the intention is still that it should be possible to notate music using only text characters commonly available.

It looks very similar to the standard tonic solfa notation. Is it based on that?

I have no idea whether it was intentionally based on the sol-fa system, but it would make sense if that was the case.
My main reason for advocating it widely is that it is completely software independent. Something which is only now beginning to be addressed with systems like MHTML (Music HTML).
