Don't forget the Irish bar...still not cheap (it is Monaco after all) but not posh either.
Alternatively, walk (or use the elevators) up the mountain into Beausoleil...in France. You know when you have got there because the pavements are not covered in slippy tiles. Here you can have a cheap(ish) drink in one of the many bars dotted around. Word of warning... sit down at a table and your drink becomes more expensive!!
