At the time I was convinced that HLAW was merely other songs chopped up and put together. The first line of the verse sounded like 'Dancing in the streets'. The next bit sounded like the chorus of 'Getting away with it' by Electronic. The 'Heart Like A Wheel' of the chorus sounded like the chorus of 'My favourite waste of time' by Owen Paul.

I saw Phil Oakey on one of those 'pop panel' parts of a saturday morning kids' TV show and he explained how one of the featured songs sounded like other songs chopped up and put together. Maybe he was an advocate of that approach to songwriting!
