... in the good ol' USA. 
Of course, it all works even better if the driver is completely oblivious to everything around him because he's 1) yapping on a mobile phone; 2) fiddling with the car stereo 3) eating; 4) all of the above. Bonus stupidity points are awarded if he's also switching lanes and driving at least 20 mph over the speed limit.
It's times like these when you wish that your car came equipped with an on-board photon torpedo.
