A definition of terrorism that I like is: Violence for effect utilizing the "theatre of the obscene" aimed at the audience.
The idea here is that the terrorists are using the media to draw attention to their goal. The victims are relatively unimportant; the people who are being victimized are the audience. The terrorism is affecting the lives of the public.
It's a very effective tool too.
