I get the impression that there are sitll numerious privatly funded projects going on around the world. Physicists everywhere are scrambling to unravel the puzzle under thier noses. I'm not justifing a loss as great as this but sometimes the fed gov should look out for the best interest of the community as a whole and work on the most pressing problems at hand. It dose seem futile to turn back after an already huge investment, they never have been very cost concious.
I think that was the question posed at the end of your entry and this is the first thing I could think of that sounded remotly like a answer.
Go figure I found something front page that caught my interest and it turned out to be you.

"The Hitchhiker's Guide to the Galaxy is a wholly remarkable book. It has been compiled and recompiled many times and under many different editorships. It contains contributions from countless numbers of travellers and researchers."
