When you say speed it inplies moving in a direction. Does time dillation still occur if for example you move back and forth very quickly, or vibrate very fast, or spin in cirlces very quickly ????

My memory is a little hazy but the answer to your question can be found in Einstein's postulates: that the speed of light is constant regardless of one's state in relative motion and that the laws of physics are the same for all observers moving in UNIFORM MOTION (read about inertial frames of reference) relative to one another.
