In 2001 the US Pentagon began testing what they called a Vehicle Mounted Active Denial System. This basically a directional microwave transmitter mounted on an armored vehicle designed to disperse crowds in a more human way that with beatings, gas and bullets (rubber or otherwise). The microwave beam causes intense pain but is touted as leaving no damage. The microwaves are reported to penetrate only 1/64th of an inch into the skin and that once the subject leaves the area of the beam that all the pain and effects stop. There are still serious questions about what would happen to someone who may fall and be trampled and unable to leave the area targeted. There are also concerns about the effects on the eyes and whether this could cause damage such as cataracts. I can definitely invision such a system being used as a torture device.

That brings to mind another way to clear the area - show the movie "Gigli" on any convenient wall (9,000 votes, 14th on the IMDB list - from the bottom). Keep everybody fenced in until its over. Next day, enjoy the solitude.
P.S. I haven't seen it, but from what I've read its truly awful - celebrity self-worship run amuck. I recall a review calling this 2003 movie the "worst of this millenium".

Are you sure about that? I can't imagine using nitrous oxide to disperse a crowd. In small amounts it causes euphoria and confusion. When properly administered by an anesthesiologist it causes loss of conciousness and in higher concentrations causes death.
Keep in mind, that which we call 'tear gas' is really not a gas but a vapor cloud. A true gas would be difficult to use for crowd control.
