Rather than pay a monthly fee to a trash hauler, some municipalities in the US (at least in Pennsylvania) opt for a 'pay as you throw' system.
In this, the municipality in question sells Rubish Bags (which are usually an odd colour) and then residents may only set these special bags out on the kerb to be collected. The theory is that everyone pays for the amount of trash they generage and at the same time it encourages recycling.
Resident satisfaction for this type of system varies - some folks who don't generate a lot of trash love it, while others who do generate a lot of rubbish (like families with babies and loads of nappies) hate it.
It is perhaps most commonly found in college towns - perhaps because college students generate loads of rubbish?
