Conceptual art is not only about the idea; it is about taking an object/scene/ thing...whatever, and changing its very nature with that idea. A bag of dirty washing is a piece of conceptual art if I decide it is a metaphorical representation of life.
It is also a bag of washing.
One of the fundamental purposes of all art is to create a dialogue with the viewer, through metaphor and representation of ideas.

Perhaps Conceptual art might be defined as a movement committed to finding news ways of creating those dialogues. Many art movements might fit that definition, though...
