In lieu of an update, I'll just add an addendum. The Warrenton outlet mall, while still physically there (for the meantime, anyway) is empty.
However, Wentzville is now even *closer* to an outlet mall in Chesterfield, which is about 15 minutes east of town just inside St Louis county.
