Just a thought - but I always imagined Cybermen to be a state of being rather than an actual race in themselves. I mean, take a roughly humanoid lifeform, extract its brain, eradicate its emotions and place it in a metal frame, and what you've got is a Cyberman no matter what you want to call it.
This might explain the 'new' Cybermen in series two - and the name is, of course, just one of those parallel universe coincidences.

Removing somthing's brain has, like anything else, long- and short-term consequences.
Short-term: Drooling, A freakish personality, and little or no cognitive processes.
Long-term: They win (Celebrity) Big Brother.

Also, I think this theory is correct, as how could these creatures formerly from Mondas, end up from Earth in a Parallel reality?
