Just to confuse the issue: ‘Dutch’ and ‘Flemish’ are more than just ‘effectively’ the same language - in fact, there is no such language as ‘Flemish’. The language of Flanders is referred to as ‘Nederlands’.
Of course, there are local differences in the vocabulary and usage (and especially in names of institutions), but these are not too apparent on the surface, and the Dutch spoken in the two countries is far more alike than British and American English!

Yes, perhaps 'effectively' is the wrong choice of word.
But the point was that the majority of people have heard of 'Dutch' and 'Flemish' and think that these are two distinct languages; I wasn't actually saying that there was anything that is 'Flemish' other than what people mistakenly think.
