Aye, I think so.

No major notices of relaxation of such. I doubt any real relief has come from the little rain we've had here in the south of the state.

a mate said to me, why don't you take the hedge out ? I replied - that would mean me paying for a fence to be put up (to stop kids walking on small wall) and I ain't paying out because its a council house and NOT mine

A hedge is a good natural fence. It wouldn't do to have it removed in any case. I'm sure that it provides some discouragement to vandals as well.
