That's done with a VCS3, which Pete plugged a Hammond into -- the VCS3 has a continuous pulse which brings the volume up and down again. Apparently this is the first use in pop music of an electronic device (specifically, a synthesizer) to generate rhythm rather than melody. This puts Pete Townshend at the very foundations of dance music!
