The joke is an adaptation of a quote by Ghandhi's, by the way. He was asked at an airport once what he thought of Western Civilization. He replied that he thought it would be a very good idea.
I seem to recall that Pratchett has used it at least once as well.

education wasted on students?? what do you me mean??? I had to be educated hugely on the subjects of alcohol, and other such things... That wasnt wasted on a student!
And I wasnt messing with brains! Just trying to change plain cells into brain cells! I'm sure there's gotta be a difference somewhere!
