I need to contact my bank again but I need to make sure that they understand what I'm saying.... so does this make sense?

Je vous ai contacté deux fois pour dire que j’ai changé mon adresse postal. Le premeier fois par lettre, le fin de juin 2004, et le deuxieme fois par votre site internet quand je voyez que vous m’avez chargé €10 pour NPAI. Je n’ai rien reçu comme confirmation donc je vous ecris un troisieme fois.
J'inclus le RIB de mon compte et je voudrais changer l’adresse à :

J’espere que vous allez rembourser le charge de NPAI sans delai maintenant que cet malentendu est resolue.

I fully understand, I wouldn't normally ask but I have no dictionary here and no French MS Word installed so I just wanted to check that it made sense more than anything! Usually I can get by but I just needed to make sure that they got the picture this time as they seem to have been ignoring me recently. I'm now waiting for the reply to come back saying I can't change the address to one in England, it would be typically French.
Oh well as soon as my deposit comes back I'm going to close the account and I shan't have to worry about it again.
BTW do you happen to know if there's a French Bank account that doesn't charge a monthly fee? My parents were interested in getting one but didn't want to have to pay a fortune for the luxury of having a French CB. Though it will soon become acadeamic as Britain moves over to chip and pin and they shall be able to use their English cards just like the french use their CBs.

we bank at the post office. my friends laugh at me but we get great service. it may not work for you though, because i don't believe they can do currency exchange or international wire transfers.
we also have an account at BNP Paribas, just for these purposes. it's been so long since i've used this account that i don't remember details about it, but i know we have no monthly charge.

I shall pass that on to my parents, wiring the money and converting isn't a problem as our UK bank (Nationwide) lets us take money out of the ATMs without any commission or charges and at the commercial rate (give or take 0.01 I think I worked out here -> http://union.surrey.ac.uk/discussions/index.php?action=display;board=21;threadid=3583;start=0#msg57376 !) so they can always get hold of cash to put in the account, it's more for things like paying for petrol with the card when the office is shut, or buying tram tickets when you don't have any coins for the machine.
Still no reply from my bank maybe they are going to let me have an English address
