Spouting versus Spitting

Having noticed -- it was rather hard to not notice -- that the H2G2 rules of engagement disallowed spitting, I was rather surrprised to see that we were nevertheless encouraged to "spout off," which, to my mind, is rather similar to spitting. I wonder if the line hasn't been drawn just a tad too precisely.
Or maybe it's just another bad hair day.
