The first Death star was Completed, and full of Evil Storm Troopers, admirals, and general "no do wells".
The second Death Star was only partly built, therefore, was staffed by subcontract workers such as plumbers, builders, carpenters, gardeners, tea ladies, feng shiu experts, etc
So who were the bad guys - the Left wing Rebels? What about the families of all these inocent odd job workers? Did the union lodge a complaint with the Princess? Did the Empire have insurance? Can you insure a Death Star for 3rd party fire and theft?
These questions need answering!

But anyway, how do you know the people who built the DS2 weren't /all/ Imperial agents? I know for a fact that they WERE!

That may well be the case young skywalker.
Just think! May be they had satalite TV and watched "GROUND FORCE" where a bunch of storm troopers revitalised some old dear's garden!
