Ah yes, Rogers gave a pre-emptive response to try to avoid being sued for copyright infringement, which either inexplicably worked or the estate chose not to pursue potential legal action for their own reasons (hard to know which side would have won). In many ways he was responding to his own actions for having blatantly spoofed 'The Scarlet Pimpernel' in the first place.
It was highly unusual for the Carry Ons to feature someone who wasn't British and actually from the country the film was set in. No-one from Egypt or Italy featured in 'Carry On Cleo', 'Carry On Cowboy' was devoid of Americans, no-one from Morocco was in 'Carry On Follow That Camel', again no-one from Afghanistan/Pakistan was in 'Carry On Up the Khyber', the French character Emmannuelle was played by an Englishwoman in 'Carry On Emmannuelle', In fact, the only member of the cast not from the UK but from 'Abroad' in 'Carry On Abroad' was Sid James. I can't think of another case in which a female character from a foreign country in a 'Carry On' film is played by an actress actually from that country (even 'Carry On Behind''s Russian archaeologist is played by a German actress).

Carry On Flying was proposed and cancelled in 1960/61 but the script was written in 1962?

"He bribed the Pinewood Studio's Works Committee to agree" - what did they agree to?
At the time The Works Committee normally insisted on a minimum number of crewmembers to work on a film. I'm making the figures up, but the principal is real – so let's say each film had to employ 2 gaffers, 8 grips, 12 best boys, 5 dollys, 6 lightning technicians etc. With 'Carry On Sergeant' a low budget film they wanted to employ only the smallest possible number of crew required to actually make the film. Rogers got the Works Committee for Pinewood Studios to agree not to insist on a full crew by promising to throw a party for everyone.
Carry On Flying was proposed and cancelled in 1960/61 but the script was written in 1962?
We could change that paragraph to:
'Other proposals were firstly Carry on Smoking in 1960, which was about raw recruits joining the fire brigade. This was followed in more detail with Carry On Flying, about raw recruits joining the RAF, based on Norman Hudis' wartime experience. The latter made it to the script stage, which was written in 1962. After going through phases of being enthusiastic for the project followed by nervousness, eventually Rogers cancelled both, afraid there would be a plane crash or fire tragedy that would lead to the films being withdrawn.
