I don't see how newere legislation (e.g. Road Traffic Act, 1984 can overturn pre-existing Charters ie. Royal Decree on Markets, 1546.
Apparently Devon CC has overuled Colyton's Market Charter by not allowing THE ROADS AROUND THE MARKET SWUARE TO BE CLOSED FOR TRAFFIC ON MARKET DAY(S) 
for shouting.
