This entry should not have been picked by a Scout or accepted by the Editors for sending to a Sub-editor. It is unfinished, and this is clearly stated in the Peer Review thread. I know that this is an ongoing problem that you're trying to sort out, but can you give the Scout who submitted this a suitably irritating poke from me, please? As for the Editor at fault... well... we have the 
smiley for a reason 
Anyway, thought you might like to know that this is going on, and that I might be quicker than normal (as per usual) with this batch
