No, not that. Sportacus appear to be a blue-suited figure with a blue hat. The hat I have in mind is distinctly red (with the yellow and green stripe). It's the most distinguishing feature. The character doesn't wear any clothing on the bottom half either (cartoons don't seem to follow the usual social conventions)

I don’t expect you to have heard of this one in the US. I’m not sure where it’s shown, but it’s British.

I must admit I've watched Rastamouse. It is set in a community of mice who wear shirts and hats, but never any trousers. There are orphans everywhere. Run by President Wensley Dale, there are no police, so crimes are committed in every episode. The nearest thing to law enforcement is musician Rastamouse and his Easy Crew, Zoomer and Scratchy. Instead of criminals being locked up they are asked to do community service to 'make a bad ting good', which doesn't stop them from committing more crimes in the next episode.smiley - shrug

A smiley - mouse in the kitchen? I don't know that one. A song set in a windmill in old Amsterdam right there on the stair a little mouse with clogs on I declare I know, but not a kitchen. I am also aware of other mice-related songs set on clocks and unspecified locations on a farm (or at least in close proximity to a farmer's wife) which could well have involved a kitchen, but I don't know a mouse in a kitchen. (Not that my knowing the song would affect Rastamouse's enjoyment of it).
