I'll guess at Sportacus

No, not that. Sportacus appear to be a blue-suited figure with a blue hat. The hat I have in mind is distinctly red (with the yellow and green stripe). It's the most distinguishing feature. The character doesn't wear any clothing on the bottom half either (cartoons don't seem to follow the usual social conventions)

That's because cartoons don't sport genitalia.

the blue suit might be a sailor suit, so Donald Duck?

No, I’m looking for a character in a white t-shirt and red woolly hat, with a yellow and green stripe. SasaQ’s incorrect guess wore blue.

I don’t expect you to have heard of this one in the US. I’m not sure where it’s shown, but it’s British.

As another clue, it’s been accused of cultural appropriation.

I thought hard about what a red hat with yellow and green stripe might look like and found the wearer is Rastamouse

CBeebies isn't a channel I watch, so I hadn't heard of Rastamouse before, though.

Not that I had ever heard of rastamouse before.

And the good news for Icy is that I haven't heard of Rastamouse so he is spared the ordeal of eating his hat.

I must admit I've watched Rastamouse. It is set in a community of mice who wear shirts and hats, but never any trousers. There are orphans everywhere. Run by President Wensley Dale, there are no police, so crimes are committed in every episode. The nearest thing to law enforcement is musician Rastamouse and his Easy Crew, Zoomer and Scratchy. Instead of criminals being locked up they are asked to do community service to 'make a bad ting good', which doesn't stop them from committing more crimes in the next episode.

Does rastamouse like the song "There's a mouse in the kitchen"?

A in the kitchen? I don't know that one. A song set in a windmill in old Amsterdam right there on the stair a little mouse with clogs on I declare I know, but not a kitchen. I am also aware of other mice-related songs set on clocks and unspecified locations on a farm (or at least in close proximity to a farmer's wife) which could well have involved a kitchen, but I don't know a mouse in a kitchen. (Not that my knowing the song would affect Rastamouse's enjoyment of it).
