I see that you are an avid Scrabble player and so thought you might be able to answer this question.
Is there an official rule in Scrabble whereby the blank tile can be replaced on the board (by any player) by the letter it is meant to represent, thereby giving the player an extra blank letter option?

This rule is mentioned as an optional house rule, but is not allowed for competitions as far as I know. We don't use it as it could drag out the proceedings beyond the desirable half-hour to forty minutes.
