The 1980 one, the reason that leaked quite quickly at the time was that they got as far as issuing the order to ground all non-military aircraft to civil air traffic controllers (although it was quickly recanted)... a quote I read else where about it from the senior general on duty at NORAD at the time(to the radar techs)went something like “you got 30 seconds & then I'm going to initiate a nuclear launch conference” (that's when the flash message goes out to secure the chain of command a the President gets to play with his football)

I think there has been a lot more focus on this aspect in the UK by the main stream media with some uncomfortable questions being asked of the Government.
On a slightly different note this week will be a make or break week for Mr Blair with a small but real chance he won't survive the week. The first big problem is a vote on university fees ( http://news.bbc.co.uk/1/low/uk_politics/3428965.stm ) which the government may lose, and the second biggy follows the next day with the publication of the Hutton report ( http://news.bbc.co.uk/1/shared/spl/hi/uk_politics/03/hutton_inquiry/key_players/html/default.stm ) which is very much Iraq related.
As for the other story, where is the safety net? Surely a mark of civilization is that no-one should have to go hungry, or sleep on the streets (incidentally homelessness is a huge problem in Londonhttp://www.bbc.co.uk/radio4/today/reports/archive/features/rough_sleepers.shtml )
