The school fair was free to everyone. Heck. City folk wouldn't have been charged.
And I've probably paid more than you have for one semester's tuition (over $1800US).

What's the point of the fayre, if not to raise funds for the school in question? I thought that that was what it's all about. It's a fund-raising event.

You've not missed much. I've been to a fair few (no pun intended) and they're usually quite boring. Sometimes they actually take you on a guided tour of whatever the premises are, and occasionally, as in the case of some of the universities I visited, they even give you activities or food.
Mostly, though, open days tend to be a load of flyers, posters, etc. with nothing free at the end.
