and ottox, without CHOPPERS, STUMPED would be... well, i'd LIKE to say STUMPED would be successful, but everyone knows supervillains never win, so we'd just be a bunch of bumbling idiots who screw up our own plans. so i guess it's better that CHOPPERS exists- STUMPED looks slightly more competent if someone ELSE screws up our plans...
