don't constitute "litter". First, they are tiny. Second, the wee tiny organisms turn them into lovely compost.

If I may drop in very briefly ...
During my brief visit to the UK and Ireland, I noted that a lot of properties like cedar or pine mulch around tree bases and flowering beds. A natural place to off-load small collections of pencil shavings, so long as not too much graphite is included.

True. Unfortunately, many pencils - especially the cheap ones - contain things in the paint that you really don't want leaching into the ground in any significant amounts
