Were privateers in fear of the authorities? Or should that be "safe for pirates to enter"?
The opening ditty requires attribution, is "Wirral legend" alright?

Pirates will probably fit better, but a lot of privateers, although sanctioned, smuggled ill gotten loot through the Inn too!
This was a song we learnt at school, don't know if it's an original by our choir master or he lifted it from an older song. Sorry tried to find it but no luck!

OK! I have changed it to "safe for pirates and privateers to enter" 
And in that case we can leave it at "Wirral legend" (no-one can argue with that!)
