It reminds me a bit of the telesales people who infuriate me by starting off 'Don't worry, I'm not selling anything.' ....But I'm in danger of ranting!

But telesales never has a simple truth at the end smiley - smiley.

Mind you, I'm not sure it is wholly true. It would be true of the usual justifications given for war but not perhaps of some of the underlying and perhaps true reasons for going to war.

Aka Henry V warring with France to unite and busy his disputatious noblemen.

Shakespeare has Henry IV advise Henry V-to-be to keep his noblemen too busy to plot to take the throne (more or less), later Henry V declares war on France and his noblemen very unitedly fight the French. I've not thought of a peaceful tactic that would have worked as well to that purpose.

Sorry, this is taking the thread quite a bit away from your entry. Let's drop Shakespeare.
