"In hurling" (or "to goals) has a set number of players (20 or 25) in each team, which has some form of pitch and for which goals are set up. "Out hurling" (or to the country) is played between parishes, with however many players as can be mustered, and the "goals" are typically the parish churches. Not only was "out hurling" played in Devon less than a century ago, there have been matches between Devon and Cornwall, some held many centuries ago.

The second link won't work for me. However if you google search "out hurling" + devon, there should be a link on the first page for "select remains of the learned John May..." dated 1760. This is a google books extract and gives more, and personal, information.
